But neither can be 'locked' in Mac PPT. Was the file created or edited using
a Windows version, perhaps?

Selecting 'Static Guides' provides one vertical & one horizontal cyan guide
which bisect the slide layout at the midpoint. Those can be moved but cannot
be _re_moved by dragging. Additional ones created from them should be
removable by dragging them to the edge of the layout & releasing. All guides
are turned off when the 'Static Guides' feature is turned off.

If you're experiencing different behavior confirm that Office 2008 is fully
updated (12.2.4). Do the same for whatever flavor of OS X you're using.

Unfortunately, PPT 2008 doesn't provide the ability to adjust the increments
of the underlying grid or to display it. All control is what you see in the
View> Guides menu.
